PNRR e riflessi sulla forma di governo italiana : un ritorno all'indirizzo politico normativo?

Abstract

The work intends to analyse the impact on the governance of the decision-making, implementation and monitoring process of the PNRR. Starting from the «Dispositive» for recovery and resilience, one of the Next Generation EU most important instruments, from the relative negotiations and the European regulatory background, the paper briefly describes the procedural and content profiles of the PNRR drawn up by the Italian government in order to investigate the effects that this may have on the dynamics of the form of government and therefore also on the relations between the executive and the legislative, and in particular on which role the Parliament will be able to define for itself. The fil rouge in the paper is to investigate into how the function of political direction is exercised in this context as a spy or privileged observatory to understand the current dynamics of the government system. The study seems to credit, prima facie, the hipothesys of a paradigm shift in political (as well as economic) policy making, moving back to «normative» policy making, as well as the functioning of the democratic system itself is experiencing new "conditions of existence".
