Abstract
The AC 1921 bill, in the name of rationalizing the form of government, introduces the direct election of the President of the Council of ministers. It is to be seen whether such a disruptive change does not represent a mutation, rather than a rationalisation, of the form of government and what the impact could be on the power structure of representative democracy.The paper focuses on the critical issues related to the lack of provisions aimed at preserving the democratic balance between representation and governability.
