Abstract

On the background of institutional reforms that modify the parliamentary system, the approval of the Separated Regionalism from the Chamber of Deputy might alter the current government form, transforming it into something our founding Fathers excluded at the roots of our Constitution. In this report, I will try to focus on the marginalization of local authorities in drafting agreements between the central government and regions. The Calderoli Bill, which the parliament approved on the 28th of June 2024, does not adjust the involvement of local authorities in the differentiation process. Furthermore, I will have to take over new administrative functions and reorganize them. So the pluralistic aspect of our Republic, defined in our Constitution, with the current Differentiation law seems to go into a dualistic direction (State-Regions) in which the involvement of local authorities appears to be simple formal.
