Abstract

Today there is increased sensitivity to illegal acts and deviance, zero tolerance, repression, the army on the streets, the increasingly armed police. A series of slogans that make the fortune of the new populist right. We are thus witnessing a focus of public discourse and action on security issues: the first phenomenon (deviance) is cultural, the second (discourse) is political. Political elites reinforce or even anticipate citizens' security concerns. We are thus witnessing a hyper-criminalization of deviant phenomena which takes the name of penal populism: freedom of action for the police force, more severe penalties, faster trials, construction of new prisons.
